A contentious legal legacy

Circle C’s development was not without conflict. Because the neighborhood sits above the Edwards Aquifer — the primary drinking water source for Central Texas — its construction triggered one of the most significant environmental legal battles in Austin’s history. Concerns about runoff affecting the aquifer and Barton Springs led to years of lawsuits, ordinances, and political battles throughout the 1990s.

In 1990, Bradley’s company entered bankruptcy following the collapse of Gibraltar Savings and Loan. Despite this, homeowners famously sided with the developer in subsequent legal proceedings. On December 18, 1997, the City of Austin annexed Circle C — a process completed so rapidly it became known as the shortest annexation in Texas history. The legal battles ultimately resulted in the establishment of the Southwest Travis County Water and Reclamation District and the Slaughter Creek Water Quality Protection Zone, both of which continue to protect the area’s water resources today.
